There already is a portuguese translation. And if by "dub" you mean using portuguese voice for the characters, meh... I don't find it particularly useful.

Although you didn't mention enough information (such as your system's specifications), it most probably has to do with your computer's GFX-drawing performance. But I need to know the specs. to be sure.

May I suggest you to show the achievement pics next time you post more news? Valve does this with Team Fortress 2 updates.
